New Android malware blocks calls to banks’ customer care to report fraud

Source: TIMES OF INDIA
What do you do if you come to know that the banking app you have been using has been hijacked by a malware? You immediately call the bank's customer support to seek help. However, a new malware reported by cybersecurity firm Symantec not just replaces the interface of the banking app but also blocks calls to the respective bank's customer support numbers.

The malware has targeted several financial institutions in Korea and Russia. Dubbed as the "Android.Fakebank.B", the malware was first discovered in 2013. "In March 2016, newer variants of the Android.Fakebank.B family arrived with call-barring functionality. The feature aims to stop customers of Russian and South Korean banks from cancelling payment cards that the malware stole,"said Symantec in its official blog post.

Customers usually contact the bank's customer support through their registered mobile numbers. The call is then routed to the respective IVR systems. "By blocking these numbers, the malware creators can stop a victim from asking their bank to cancel payment cards that the variants stole. This also gives the malware more time to steal data from the compromised device," according to Symantec.

The banks and the respective customer care numbers that might be affected by this malware are, KB Bank: 15999999, KEB Hana Bank: 15991111, NH Bank: 15442100 and 15882100, Sberbank: 80055550, SC Bank: 15881599 and 15889999, Shinhan Bank: 15448000, 15778000, and 15998000.

Symantec is urging users to pay close attention to permissions requested by the apps they download and also keep important apps, always up to date.

2017 Honda CBR250RR Indonesia Launch Details Emerge Online

Reports doing round in the Indonesian media suggest that Honda could launch the much awaited 2017 CBR250RR quarter-litre offering in the South East Asian country as early as next week on July 25. The confirmation seems to come from the dealer Honda Astra Motor in the country, which sent out a press invite for a new Honda model that is set to make its debut. The model in question might as well be the CBR250RR, considering the official teaser was released earlier this month providing the first glimpse to the production ready model.

Based on the Light Weight Super Sport Concept, Honda will be taking the fight to other Japanese manufacturers Kawasaki and Yamaha with the 2017 CBR250RR that have been the ruling the segment for a while now. The new Honda CBR250RR also turns out to be a very important product globally and could create a new benchmark in the segment with features like Ride-by-Wire tech that will result in a number of electronics and a rev limit of 14,000rpm. The feature list though remains a speculation with a clear perspective expected by next week.

The Indonesian media suggests that the 2017 Honda CBR250RR will be priced around 60 million Indonesian Rupiah, which translates to around Rs. 3.02 lakh in India. While the figure certainly seems mouth watering, it needs to be noted that the CBR250RR if introduced in India, will make it as a CBU or CKD product, so prices can be expected closer to the Rs. 4 lakh mark. Then there is the speculation of a 350cc twin-cylinder version also under development, which has more chances of making it to Indian shores and will add marginally to the asking price.

In terms of features, we do know that the 2017 Honda CBR250RR will get a 250cc twin-cylinder, liquid-cooled engine coupled with a 6-speed gearbox, USD front forks and a rear monoshock suspension setup. You are also likely to get LED headlamps, digital instrument console, clip-on handlebars and a whole lot more on offer. Confirmation on this and a host of other details is expected next week. Make sure to keep watching this space.

Facebook researchers develop light-based wireless communication technology

Source:Times of india

Researchers fromFacebook's Connectivity Lab have developed a new technology that can one day make light-based wirelesscommunications -- a far superior technology than the ones based on radio frequencies or microwaves -- a reality in the future.

The new technology can pave the way for fast optical wireless networkscapable of delivering internet service to far-flung places.

"A large fraction of people don't connect to the internet because the wireless communications infrastructure is not available where they live, mostly in very rural areas of the world," said Tobias Tiecke, who led the research team.

Light-based wireless communication, also called free-space optical communications, offers a promising way to bring the internet to areas where optical fibres and cell towers can be challenging to deploy in a cost-effective way.
Using laser light to carry information across the atmosphere can potentially offer very high bandwidths and data capacity, but one of the primary challenges has been how to precisely point a very small laser beam carrying the data at a tiny light detector that is some distance away.

The Facebook researchers used fluorescent materials instead of traditional optics to collect light and concentrated it onto a small photodetector.

They combined this light collector, which featured 126 sq cm of surface that can collect light from any direction, with existing telecommunications technology to achieve data rates of more than 2 gigabits-per-second (Gbps).

"We demonstrated the use of fluorescent optical fibres that absorb one colour of light and emit another colour," Tiecke said.

"The optical fibres absorb light coming from any direction over a large area, and the emitted light travels inside the optical fibre, which funnels the light to a small, very fast photodetector," he added in a paper described in the journal Optica.

Reliance Jio 4G SIM available to almost everyone now, Airtel & Idea slash data prices

The official Reliance Jio launch is still a few weeks away - the latest rumoured date is August 15 - but the Jio 4G SIM card is now available to almost all, thanks to Samsung and Apple. The two companies have joined hands with Jio to offer free unlimited 4G data for 3 months for some of their phones. However, if you have an eligible phone and manage to get a Jio SIM card, you can use the same SIM in almost any 4G-enabled phone.
Meanwhile, on the other side of the 4G and 3G market, competitors like Airtel and Idea have started scrambling to prepare their response to the Jio services, which are likely to offer better connection speed as well as lower priced data.
On Sunday, Airtel announced that it was slashing the price for its pre-paid data in India.
"At Airtel, we always aim to deliver a great mobile experience and value to our customers. These refreshed data packs will help drive consumption and boost the uptake of mobile internet in the country. Given the deepening smartphone penetration and Airtel's roll-out of data networks across India, we believe these packs will also drive affordability and bring new users online,"  said Ajai Puri, director (operations) for India region at Bharti Airtel.

On Friday, Idea too had slashed the data prices. "Now Idea users can get up to 45% more data benefits on sachet packs below 1 GB. Idea offers a wide range of 4G/3G/2G sachet data packs priced between Rs 8 and Rs 225," the company had said.
Currently Indian telecom sector is marred by poor service and exorbitant data prices. In absence good competition all telecom companies have indulged in practices that rarely put consumers first, especially when it comes to data services. For example, if you use data without subscribing to a pack most companies charge very high price for ever 10kb and you may end up spending thousands of rupees just to check a few emails. It is expected that the entry of Jio may help reduce the data prices in India and may force other operators to improve quality of service.
A few days ago TechPP had reported that Jio and Samsung have joined hands to offer 3-month free data scheme to select Samsung phone users. On Saturday, BGR India reported that the similar offer is available for the iPhone users. Almost all high-end phones from both the companies are eligible for the offers.

Reliance Jio plans to roll out 4G in all circles except four

Reliance Jio Infocomm said it is in a high state of readiness to start offering its4G services, except for in four circles where it could take four to six more weeks to prepare the network. The announcement indicates that the Reliance Industries unit's much-awaited commercial launch may be around the corner.
"We had thought that we would launch once our 850 MHz network was integrated, because we don't want to be working on the network after the launch. But apart from that, our overall readiness is really high," Anshuman Thakur, head of strategy and planning at Reliance Jio, told reporters on Friday. He was speaking at the first-quarter earnings briefing of Reliance Industries.

He said the company received the last of the required approvals from the telecom department on July 7 in the four circles ofRajasthanKarnatakaTamil Nadu andKerala. "So it will take four-six weeks to deploy the network there. In all other circles our readiness is high," he said, without specifying any launch date.
reported in its July 14 edition that the commercial launch of Jio's 4G services could be around a month away.

Described as the world's biggest startup with an investment of around Rs 1.5 lakh crore, the launch has been six years in the making since Reliance Industries re-entered the telecom sector by buying a company which had won pan-India 4G airwaves in an auction in 2010.

"At Reliance Jio, we have built an entire ecosystem that will allow Indians to live the digital life to the fullest. This transformational ecosystem consists of broadband connectivity, devices and powerful applications and services which will be available to every consumer in India," Chairman Mukesh Ambani said in Reliance Industries' earnings statement.

Jio said it has invested some Rs 1.34 lakh crore of the Rs 1.5 lakh crore for setting up its network, on spectrum and other expenses. It will spend the rest to expand coverage to 90% of the population over two years from the date of the launch from the 70% it has already achieved.
It has spectrum in the 4G bands of 2300 MHz, 1800 Mhz and 850 MHz. It has also signed trading and sharing pacts for 850 Mhz — considered to be the best available in India for 4G — with Reliance Communications, owned by Mukesh Ambani's younger brother, Anil.
Capital expenditure for this fiscal year through March 2017 stands at $3-4 billion, Thakur said. Jio debt stands at Rs 42,000-43,000 crore. This is mostly rupee-denominated since the business is domestic, Thakur said.
Reliance said Jio already has over 1.5 million test users on its network, and the trial programme will gradually be upgraded into commercial operations in the coming months. It said the feedback had been encouraging.

Reliance Retail, the retail arm of the parent, has so far introduced 20 LYF-branded smartphone models ranging from Rs 3,000 to Rs 20,000 in the market, selling more than two million smartphones so far. Thakur said around a million LYF devices have been sold in the last two-and-half months alone.
Jio has extended the preview offer of its service to users of certain Samsung smartphones as well, in a bid to attract more users to its network using the Indian smartphone market leader's reach.
Reliance Industries said the average monthly data consumption on the Jio network is in excess of 26 GB per user, while average voice usage is more than 355 minutes. Market leader Airtel reported an average voice usage of 415 minutes in the quarter ended March 31.
"The 26 GB per person includes the voice because on our network everything is data," Thakur said. "But voice consumes a minuscule amount of data. If you were to look at consumption for the full year at current rate, that would be 0.5 GB of data."

Reliance Jio claims 1.5 million test users on network, monthly consumption per user 26 GB

Reliance Jio Infocomm, the telecom arm of Reliance Industries, has claimed it has over 1.5 million test users on its network but did not specify a launch date for its commercial operations. “The average monthly consumption per user is in excess of 26 GB and is increasing rapidly. Average voice usage per month is over 355 minutes. The test programme will be progressively upgraded into commercial operations in coming months,” RIL said announcing the first quarter results.

Reliance Jio, which is gearing up to launch its 4G services, said that during the quarter, it extended its trial services to all LYF devices users under the Jio LYF Preview Offer. This, it said, has enabled testing of all the services to customers outside the initial set of test users, and added that the feedback has been encouraging. All the digital applications have also been tested extensively as part of this programme, it said.

Reliance Industries Chairman and Managing Director, Mukesh D Ambani said, “…We have built an entire ecosystem that will allow Indians to live the digital life to the fullest. This transformational ecosystem consists of broadband connectivity, devices and powerful applications and services which will be available to every consumer in India.”

Jio is rolling out a pan-India digital services business. In addition to fixed and wireless broadband connectivity offering voice and data services on an all-IP network, it will also offer digital services cutting across multiple domains such as education, healthcare, security, communication, financial services, government-citizen interfaces and entertainment.

Pradhan Mantri Kaushal Vikas Yojana (PMKVY)

Pradhan Mantri Kaushal Vikas Yojana (PMKVY) isthe flagship outcome-based skill training scheme of the new Ministry of Skill Development & Entrepreneurship (MSDE). The objective of this skill certification and reward scheme is to enable and mobilize a large number of Indian youth to take up outcome based skill training and become employable and earn their livelihood.Under the scheme, monetary reward would be provided to trainees who are successfully trained, assessed and certified in skill courses run by affiliated training providers.

Key features of the PMKVY are:Standards- Training will be done against standards (National Occupational Standards - NOS and Qualification Packs - QPs for specific job roles) formulated by industry-driven bodies, namely the Sector Skills Councils (SSCs). Third party assessments for skill training will be done based on national (and often) global standards.

Direct Fund Transfer- It will have complete transparent funding of skill training without any intermediaries with monetary rewards directly transferred to the trainees bank account. It will ensure financial inclusion with a provision of unique multi-wallet facility linked to debit card and accidental insurance. Aadhaar number will be used for unique identification of each candidate.
Demand-driven targets: Based on assessment of skill demand and the Skill Gap Studies, target for skill training would be allocated to training providers by job-role and by district/city to the extent possible, by NSDC in consultation with the SSCs, States/UTs and the Central Ministries/Departments under the oversight of the Steering Committee of PMKVY.
Target aligned to national flagship programmes and regions: Target for skill training would be aligned to the demand from the Central Governments flagship programmes, such as - Swachh Bharat, Make in India, Digital India, National Solar Mission and so on.
Supply side perspective in target fixation:Skill training under PMKVY would essentially target drop out students after class 10 and class 12 and hence these numbers will be taken into consideration while deciding state / district wise targets. There will be special focus on youth in regions affected by left-wing extremists and from North Eastern States and J&K.
Recognition of prior learning (RPL): Under PMKVY, trainees with prior experience or skills and competencies will be assessed and they will also be given monetary rewards for undergoing assessments. This will be an important step towards recognising the skills possessed by workers working in the informal sector and their inclusion. This will also facilitate the process of skill upgradation and re-skilling of the existing workforce. The focus of RPL would be on those job-roles/sectors in which it is most desired and it will be accompanied with a strong advocacy campaign to promote a paradigm shift in the labour market to make skill training to standards aspirational.
Variable amount of monetary reward:Monetary reward for various job roles within a sector would also vary. This amount would be arrived at after taking various factors like cost of training, willingness of trainees for pay and other relevant factors into consideration. Higher incentives will be given to training in manufacturing, construction and plumbing sectors.
Robust regime for registration of training providers: NSDC training partners undergo due diligence before being registered with NSDC. Government affiliated training centres and other training partners will be approved by the SSCs on the basis of guidelines issued by NSDC. Under PMKVY, even the government affiliated training providers will undergo due diligence as per the process manual. Each training partner would be responsible for its entire franchisee network and the infrastructure of training centers. The same will be part of the monitoring process. Only first level of franchising would be allowed but the same should be declared in advance and validated on the basis of random sampling as per guidelines in the process manual.
Focussed awareness building and mobilisation activities: Awareness building & mobilization activities would be carried out with the involvement of local State and district governments as well as involve Members of Parliament in the activities to ensure greater outreach and ownership. A camp-based approach by organizing Kaushal Melas to disseminate information about various skill training options, outline possible career paths and income generation potential once the training is imparted would be held in every district. Efforts will be made to ensure that the coverage of the scheme is across all the 543 constituencies in India. Skill Yatras through bus journeys will be explored to take awareness to the hinterlands and include live demonstration of skills in the buses. Non-governmental and community-based organizations would be involved in this activity to ensure widest possible reach and create an environment for skilling in the country. This would be supplemented with specialised and standardized branding and communication packages through mass media and social media. Periodic surprise checks and audits of the mobilisation phase would be conducted to ensure its continued efficacy.
Improved curricula, better pedagogy and trained instructors: While, the thrust would be on outcomes in terms of third party assessment/certification, but support for improved curricula, better technology enabled pedagogy and upgrading the capacity of instructors would enable improving the overall ecosystem for high quality skill training in the country. All skill training would include soft skill training, personal grooming, behavioural change for cleanliness, and good work ethics as a part of the training curricula.

Enhanced monitoring: To monitor the training process, SSCs will be tasked with verifying and recording details of all training centres on the Skill Development Management System (SDMS), and ascertain quality of training locations and courses through certified assessors during the time of assessments. Possibility of putting in place a system of bio-metric attendance and sample video recording would be explored. SSCs will also be responsible for certifying the training curriculum and for ensuring that it is aligned to QPs of job roles. In addition, SSCs will be tasked with certifying all trainers for the Scheme. Audit checks and surprise visits to training centres will also be conducted to ensure enhanced monitoring. Assessing process could be more technology driven and could also be carried out in CCTV environment.
Mentorship support: A mentorship programme will be created in order to support trainees who have successfully completed the training programme and are in the process of looking for employment opportunities. Training providers will be responsible for identifying mentors who will support and guide trainees in the post-training phase. These mentors will provide career guidance and counselling for trainees once they have completed training and will also help connect them to employment opportunities. This mentorship programme will also facilitate the tracking of trainees in the post training phase.
Evaluation: Trainee feedback based on validated standard format obtained at the time of assessment will become the key element of the evaluation framework to assess the effectiveness and scale up of PMKVY in future.
Grievance redressal: A proper grievance redressal mechanism would be put in place. Online Citizens Portal would be set up to disseminate information about PMKVY. This would also serve as a platform for redressal of grievances. The portal would also include a complete database of all available courses and training centres under PMKVY.
The scheme will be implemented through the National Skill Development Corporation (NSDC).

Tata Puts the Tiago AMT Through Its Paces Before Launch

Source : car and bike
When the Tiago was launched, Tata had promised that an AMT model will follow. And now spy shots of Tata testing the Tiago AMT variant are doing the rounds on the Internet, proving that Tata will bring the same to the Indian market. The shifter seen in the pics here is similar to the one on the Tata Zest. The only difference being that the AMT unit on the Tiago will be offered only on the petrol engine variant and not on the diesel. Not for the time being at least. The reason being that over 85 per cent of the Tiago bookings consist of the petrol version. We believe that the Tiago AMT will be launched around the festive season starting from October although there hasn't been an official word on this from Tata.
The Tiago has garnered positive reviews from the automotive journalistic fraternity and decent feedback from the customers as well. It is finally on course to become a best-seller for Tata, who have found little success of late. In the first two months since its launch, it got over 22,000 bookings and has rolled out 10,000 units from Tata's Sanand facility. The prime reason for the Tiago's success has been its appeal and the fact that it is a well-rounded package offering complete value for money. Tata's aggressive pricing helped getting the numbers as well. What was sorely missed was an AMT version and Tata will soon be adding that to its Tiago portfolio as well.

With the sole exception of an AMT unit, there will be absolutely no changes to the looks or the interiors or the features offered. It all remains the same. The Tiago gets a 1.2-litre Revotron Petrol engine that is good for 83bhp and 114Nm of torque along with a 1.05-litre Revotorq diesel engine that produces 67bhp and 140Nm of torque. You can read our review of the Tata Tiago here.

Ducati Gives a Glimpse of the SuperSport at World Ducati Week

The World Ducati Week had close to 81,000 visitors this year and as is the practice, Ducati was to unveil two new models this year. The first one was the Ducati Panigale 1299 S Anniversario Edition. And the other model that only a few select enthusiasts were shown was the Ducati SuperSport.

The preview was a properly exclusive and a secretive affair with but someone managed to get off a couple of shots with a phone and thanks to motorcyclenews.com, we now have a computer-rendered image of the Ducati SuperSport. A little history here, the SuperSport series of Ducati motorcycles were there in the scene in the 60s and 70s and there hasn't been a single Ducati which has had 'SuperSport' attached to its name.

The first glimpse might lead you to believe that it is just a spin-off of the Panigale 1299. It definitely draws some inspiration from there but is based on a Ducati Monsterframe. Notice the trellis frame that peeks out of the fairing and the off-set monoshock, which belong to the Monster. As far as the engine is concerned, it will be a 937cc, twin-cylinder engine that produces 110bhp and is based on the HyperMotard's 939cc Testatretta engine.

Ducati will take the wraps off on this new motorcycle at the EICMA Motorcycle Show to be held later this year and from what we have gathered, there will be two models of the SuperSport on display, which will be the normal SuperSport and the SuperSport S that might be fitted with the engine of the Monster 1200. All of this is speculation at best, but come EICMA, and be ready to be surprised by Ducati for sure. We will update you with more information as and when we get it ourselves.

General Motors and NASA Develop 'RoboGlove' a Robotic Glove for Factory Workers

Source: CARANDBIKE.COM
Workers at General Motors' factories might possibly have one of the most thoughtful employers. No, GM hasn't paid us or anything to say this, but in fact the American carmaker is working on a special robotic glove for factory workers that reduces the strain on hands and also improves grip while handling heavy and power tools. Christened as 'RoboGlove,' the product has been licensed to Swedish medtech company Bioservo Technologies AB and General Motors will test it in some of its own plants. The technology that has gone into this project was developed by GM in conjunction with the National Aeronautics and Space Association (NASA).

The SEM Glove (Soft Extra Muscle) was developed to during a nine-year collaboration between GM and NASA that included the launch of the humanoid robot called Robonaut 2 (R2) into space in 2011 for use on the International Space Station. Using the same technology GM and NASA will help Bioservo now to develop RoboGlove, a battery-powered wearable that is used for multiplying force, which could be highly beneficial for factory workers who assemble cars. GM also intends to be the first U.S. manufacturing customer for the refined robotic glove.

As for the glove itself, RoboGlove uses special sensors and "tendon-like" servos to help multiply the wearer's gripping or lifting force. The operator wears a belt-mounted battery pack, plus a glove with finger sensors and an arm wrap that contains most of the servos and actuators
Apparently GM briefly tested RoboGlove in a pre-production plant before looking for a partner like Bioservo to help them refine it to fit different size hands and address other issues. Currently still in prototype stage, Kurt Wiese, vice president of GM Global Manufacturing Engineering, says, "The successor to RoboGlove can reduce the amount of force that a worker needs to exert when operating a tool for an extended time or with repetitive motions."

Bioservo, who will manufacture and sell this new robotic glove, also intends to use the technology for a variety of purposes like medical rehabilitation and any place additional gripping strength is needed. The company's CEO, Tomas Ward said "Combining the best of three worlds - space technology from NASA, engineering from GM and medtech from Bioservo - in a new industrial glove could lead to industrial scale use of the technology."

Apple iPhone 7 base model to be 32GB, water-resistant: Report

Source: indian express
Apple iPhone 7 is set to get 32GB storage in the base version, reports Wall Street Journal. It seems like Apple has finally heard the complaints of consumers who find the current 16GB storage too less for a phone that can capture 4K video.  Apple is expected to continue making the 64GB and 128GB versions of the phone.

WSJ also reports iPhone 7 will be water-resistant, slimmer and the headphone jack will indeed be gone. The report also notes iPhone 7 Plus will get an upgraded dual-rear shooter, while the iPhone 7 will be equipped with a bigger and upgraded camera module.

Earlier leaks of cases and other parts indicated a bigger camera module is coming to the iPhone 7 series.

Apple is also getting rid of the 3.5mm headphone jack that will allow the phone to be thinner than the current generation phone. This is something that has been reported for quite a while now, and it will be interesting to see how Apple implements this.

When it comes to changing accessories, Apple is pretty comfortable in making older accessories obsolete for users and so it is no surprise, the company is killing the headphone jack.

Users of the iPhone 7 will be able to listen to music over Bluetooth headphones or with a 3.5mm converter for the Apple Lightening charging port, claims the latest WSJ report.

Interestingly, reports have also said the iPhone 7 won’t see a radical design change and features like a glass body, OLED display, etc will make an appearance in the iPhone 8, which will mark the 10 year anniversary of the device. The original iPhone was launched in 2007.

The year 2016 is predicted to be a lean year for Apple in term of sales by most analysts’ predictions. While Apple CEO Tim Cook has promised upgrades that users won’t be able to live without, we’ll have to wait and see what really changes with the iPhone 7.

Third flash sale for Le 2 on July 12, Le Max2 on open sale

The third flash sale for Le 2 smartphone on Flipkart and LeMall.com, LeEco's own marketplace e-commerce platform, will be on July 12, the global Internet and technology conglomerate LeEco said on Wednesday.

Its other “superphone” Le Max2 is now available on open sale, the company said in a statement.

While Le 2 is available for Rs 11,999, Le Max2 4GB+32GB model is priced at Rs 22,999 and the 6GB RAM and 64 GB ROM variant is available for Rs 29,999.

On June 28, LeEco garnered Rs 78.6 crore by getting purchase orders of over 61,000 units of its "superphones" Le 2 and Le Max 2 in its flash sale on Flipkart and LeMall.com.

LeEco, which is also the first brand to release two flagship phones with Qualcomm processors on the same day, had over six lakh registrations for Le 2 and Le Max 2 in eight days.

"Nearly 40 per cent of the six lakh registrations for the devices were done on LeMall.com. Also, 80 per cent people registered for Le 2 while remaining 20 per cent registered for the LeMax 2 device," said Atul Jain, COO - Smart Electronics, LeEco India.

While the Le Max 2 is being touted as a flagship killer, Le 2 is being perceived as a no compromise mid-range smartphone in the smartphone market.

Both these phones are the first in the world to adopt CDLA (Continual Digital Lossless Audio) standard that enables users to experience lossless music.

Hi Seeking better pay and higher allowances, at least 33 lakh central government employees threatened to go on strike on July 11

The Central Government Wednesday assured representatives of employee unions to look into the issues raised by them, following the implementation of the 7th Pay Commission’s recommendations.

Seeking better pay and higher allowances, at least 33 lakh central government employees threatened to go on strike on July 11.

The union members expressed unhappiness over the Government’s decision to increase the minimum pay to just Rs 18,000. They are currently demanding that the pay be raised to at least Rs 26,000 at a fitment formula of 3.68.
The government on its part has setup a High Level Committee to review the demands. The employees are also demanding withdrawal of the new national pension scheme (NPS), which came into effect from October 2004
